can some explain this card to me is graphic card or something else

Something else.
This is used in conjunction with the CPU in order to work on AI tasks, deep learning, that manner of thing.
Easiest example would be something along the lines of facial recognition software, this would be the hardware component helping that along.
NOT designed to play games on...don't even think it puts out video signal aside from for virtual enviro.

It's an Accelerator. You'll notice it doesn't have any output ports to connect a monitor. It's possible to get one working to "Accelerate" your graphics application but you need an Nvidia Quadro card. I've never setup something like that before but I do know it is possible to do on a home setup. The huge gaming studios and movie guys can use these when programing the raw game (which you need massive RAM for, hence the 80 GB of video ram).
Super amazing dealing with compute tasks too like in server setups.
Oh I should add that a lot of Game Hosting servers sometimes use these to run the virtual game instances. These can run multiple instances of say Call of Duty. You need to be able to program the card to do what you want though, it is not plug n play.
