Phone image editing question

Is there a way to get rid of marks that someone put on a picture they took with their phone?

Wonderfully helpful person that sold my wife a kitten "whited out" the date of birth on the image and our vet wants it before he's will to schedule shots and fixing the cat.

If the image has been edited like that, then it's not likely. You would need access to the unedited originals to see what was there before those pixels were changed.

I figured as much. I tried telling my wife to just get the original paperwork mailed to us or head back to NH to get it but she insisted on this.
