That's exactly what it is, a bore gauge. The fat part is the micrometer head, and the various rods can be used to stretch to whatever bore diameter you need. The knurled rod in the middle is a handle- that screws to the head, so you can reach down into the bore- for checking to see if the overall bore is "barrel shaped" or whatnot.
I can't quite make out the name, but I suspect it's The Lufkin Mfg. Co, Saginaw, Michigan. (Lufkin is/was a manufacturer of precision measuring tools, similar to Starrett.)
I'll take it of there are no other interested parties.
