I would like to reanodize this bolt and I was removing the pin retaining bits when I found its held in with a threaded sleeve. I'm not sure how to get this out, any suggestions? Does it actually need to come out?

It is almost certainly steel and will need to come out.
Heat and an EZ out should do it.

Dremel two slots in the sleeve and get a flathead to unscrew it, clean up the slots with a file once it's out.
Full disclosure, I send Hellion my stuff when my McGuyver shit doesn't work.

Red locktite a bolt with the same thread pitch as the ID, back it out, then spin it off the bolt with a nut that has the same OD thread.
Or a trip to Lowes for the EZ out, remove it in the parking lot, and back in for whatever sleeve thread matches up.
You have to go to lowes anyhow, it will just take you two hours of searching to figure out your locktite is concrete, and you don't have the right ID bolt or OD nut.
