Does anybody maintain a list of active public fields? If so, how do we access it?

PBN use to but it hasn’t been maintained like the rest of that site. The format was pretty decent if it was maintained even had reviews. I believe it faded away as some field owners were using its review system to cut each others throats with bad reviews.
I find word of mouth to be the best judge. When I travel I always bring my Phantom in a bag setup. First thing I do is ask MCB members in the Regional “Local Games” Section. Haven’t been steered wrong yet. I have actually played with a bunch of members this way as well.

This is a workaround if you don't find a good list. Any time I am trying to find a brick-and-mortar business I do a Google Maps search. I'm in Vermont and "Paintball fields near me" pops up every New England, New York, and Quebec field. Sometimes if you hit the "Search This Area" button that shows up in the top middle of the map it will give you additional locations and if you zoom in and hit that button it will sometimes find even more locations. I haven;t figured out why that is. Unfortunately I then have to sift through some dead fields to find an active one, but almost all the map pins pull up a website or facebook page that will show you whether or not they are still in business.
