Comes with Palmer Stabilizer, Empire Barrel kit (6 backs, 1 front), 4 unused mainsprings (and 1 used - bolt always stored out of the gun), and a spare detent spring (but a pen spring works in a pinch).
The internal reg has been gutted, but the guts are in a baggie and are included in the price of the gun..

Is the rear reg gutted for volume, or is it working, and this a double regulated system?

The rear reg has been gutted - but the components come with the gun (in a baggie). You'll just need a new o-ring kit if you want to put it back in the back of the gun.
Double regulation of pressure is provided by the HPA tank reg and Stabilizer Reg. Experience has shown very consistent velocities with this setup.
