You can just send an ebay message and say "MCB?" and if they don't know what you're talking about they probably don't exist here. Won't get in any trouble because you're not talking about out-of-platform sales. It's just a random acronym to ebay.
Edit: Don't expect the best success with this. Sellers usually list on alternative sites first to avoid the ebay fees. If things don't sell they go to ebay as the last option. Conversely PLEASE dont send them or any seller a detailed "I'd like to discuss this off ebay, are you on XYZ platform?" we are monitored and will get suspended. All the time I have to reply to people with "thanks for your interest I can't talk to you anymore"

I will disagree with "we list on other sites first" --- man I dont want ebay to scrape 15% but I don't have time to list on facebook, MCB etc for everything and then deal with all the Q&A inquiries. Ebay has the best ROI for sellers that actually measure the value of their time....Comment

Very fair points on everything! I'm just 1 seller, I should have just spoken for myself. You're not wrong, handling items on several platforms can be a nightmare in terms of time management. Plus, if you sell local you gotta meet up with the buyer which is more time. I try really hard to avoid ebay but I do use it for a lot of stuff, especially when I need to reach a larger audience.
