Yep, it's for shooting strings across suspended ceilings. You then tie the string to whatever LAN cable or whatever you want to drag across, and just pull.

Many years ago, I had a buddy come to me and ask if I could modify a cheap blowback he'd bought at a garage sale for that exact purpose. I said they make those off-the-shelf, and pointed him towards a dealer that sold them.

I think he might have had dollar signs in his eyes, hoping for that big moneymaking invention.
