Help me identify a lithograph and artist's signature...

i found this old lithograph and can't really figure out the signature.
any help what the artist's name might be? french?
the bottom image is written down low on the litho and the glue and matting material obscured some of the writing: "twilight"?

"port au crépuscule" is "harbor at dusk".

Does appear to be French language.

Unfortunately I am hitting a wall with the artist's name and image searches.

Last name looks like R. Larroui to me, which is a French or Canadian name
