Another vote for Pirateship... recommend you also "test rates" at different weights before printing label, USPS doesn't care if your package weighs less than the label says

Not so --- there have been reports of people being charged for this. I've read that their system does random audit
You should still TRY a higher weight if it'll save you money --- I have --- but you may wind up paying the higher rate.
I've been slapped with adjustments a handful of times but if you ship a lot the frequency of that event are so negligible and if it's close enough they don't bother. Pirateship will also sometimes negotiate the fee with the shipper to negate it
