Is it normal to ask for Paypal FF transaction and being completely against Paypal Merchandise Transaction or is this just a shady seller?

It is very much against the rules of the forum for the seller to ask for a friends and family transaction. I would absolutely refuse to buy any individual who asked for required that. -

"Friends and family" has no seller protection. You can't file a dispute.
Most people that ask for it do so simply to save (that is, they get to keep) the percentage PP takes, but there's also shady types out there that will do it so you have no recourse when you find out what they shipped you was either broken or didn't actually exist.

Asking for the fees or demanding FF is against the tos. PayPal added the "do you want to pay the fees?" option to checkout, but that should be on the buyer and not a seller requirement. Some transactions I've done on here have been on the buyer to set the pace. Sometimes I get it as FF, sometimes they pay the fees. Hell, I've even done that on my own purchases.
Long and short tho...
It's the seller's cost of doing business. They pay the fees so everyone has a security blanket.
This is just like brick and mortar businesses saying they refuse CC purchases under a certain value. This is actually illegal. There's a clause in their contracts, based on laws with the FTC, with the processor that state they cannot have any discrimination of funds. Their per transaction cost and processing fee is the same no matter the value. (Based on a sliding scale...) Again, cost of doing business.
