how to turn laptop or desktop to record videos from tv or threw cable box

since do not have dvr any more and want to be able to capture video from it. then use the video to grab photo from it. what best way to do so.

I would imagine that you could attempt to do so with any capture card and associated hardware, but haven't tried to test DRM in a long time....
