Imac - how to restore to factory settings

So the medicaid people say Mom's IMac must go. I'm a windows guy. Don't know much of anything about IMac's. How does one restore it to factory settings? It was purchased in late 2019. Appreciate the help. Bonus points if you're in Kansas City and want to come do this for a reasonable fee.

pretty easy, Boot in internet recovery mode (command+R at startup), use disk utility to wipe the drive and then reinstall the os (all options in the recovery mode menu)

I don't think the medicaid people would like that. They sometimes remind me of the soup nazi from Seinfeld.
