took some video today where photo back lit. and need to be able improve exposure on them to make them brighter. i also post video in video from my facebook page you see 4k video i took on Z6 but programs i have will not let me make them brighter for some reason light room see them but can not develop them to make brighter

Me too. Ive yet to find one for free that is worth a damn.
ive used filmora wondershare which is a free software, but the free version watermarks your video, so imo its not free. Just a trial so you can test the base functions of the software.
I have since given up on a free version and video editing all together as I wasnt willing to invest in the big boys for video editing.

If you are talking about video editing software on the PC I use DaVinchi Resolve the free version is great, it can do about anything you could want. If you want open source I like Kdenlive. Resolve has some of the best color grading tools that exist, but be warned if your video isn't in a very detailed codec there will be serious limits to how much you can raise the exposure on it before it gets lots of noise and color shifts.

DaVinci Resolve is a very good editor, if you have time to learn it. It does everything.
Windows Movie Maker is also pretty good if you are just looking for simple editing.
You need to use the original recording file to get the best edit options. If you download a video from another source that already has converted and compressed it, like Facebook or Youtube, you will be very limited on further rendering effects and quality.
I was using Sony Movie Studio, and Hitfilm when I was doing more video stuff.

this is a basic overview of exposure controls in Resolve, at the very simplest though you will want to go to the color wheels and move the shadows up, and the highlights down, but the overall contrast in the scene will decline, but there isn't much else you can do to correct a backlit situation. Next time you can select centerweight metering for your gopro or camera and get better exposure on your centered subject at least.
