I haven't played around with video capture in years, but back in the day you wanted something like this...
Shop Elgato Game Capture 4K60 Pro MK.2 Black at Best Buy. Find low everyday prices and buy online for delivery or in-store pick-up. Price Match Guarantee.

It has an HDMI input and passthrough output, so you could send video from say a satellite box, through the card, then to your TV. No idea what the satellite providers might do these days to prevent copying, so be warned.

Now this would work for anything that uses HDMI. If you want to say record over the air broadcast from an antenna or basic cable through a coaxial cable, then you need something called a Tuner Card...
Buy Hauppauge 1196 WinTV HVR-1265 PCI Express Hybrid High Definition TV Tuner Card: Internal TV Tuner & Capture Cards - Amazon.com ✓ FREE DELIVERY possible on eligible purchases

Now I haven't personally use either of these, so they're just examples to get you started on your search.

What about the EVGA XR1 Lite? It is a video capture device that connects from your device to the XR1 to the TV there is a usb c output that goes to a computer that can record anything going through the XR1. It is normally on sale on EVGA and if you want to save a little more you can using Reddit Build a PC Sales Group associate code :SG6LFX7LRLICR2Y. When i looked earlier it was 59.99 and that did not include the code. I think i have seen it cheaper, but it is still a decent deal. The only issue that i see is that you will need a computer in the mix and i am not sure if that is a deal killer.

Well, the XR1 Lite only captures in 1080p, not 4k. It passes thru 4k while recording it at 1080p. I think Chris is looking to record 4k, which will hog a LOT of hard drive space.

If he is has to record in 4k then the XR1 pro would work I think, "EVGA XR1 Pro Capture Card, 1440p/4K HDR Capture/Pass Through, Certified for OBS, USB 3.1, ARGB, Audio Mixer" that raises the price a little but the associate code would still work and at 99.99 still not a bad idea.
Granted it is still going to require a computer, laptop or some other device.

What is it that you want to record, for example do you want to record the screen of the laptop, then OBS would work, if you want to record from your laptop to your TV in 1080 then the XR1 Lite would work, if you want to record from your laptop to your TV in 4k then you would need the XR1 Pro, If there is something else that you want to do, record the connection from your Xbox / other HDMI device to your TV with your laptop then you need to decide if you want 4k or 1080 and from what i have found in my searches EVGA is the cheapest, and El Gato is the most used and supported but significantly more expensive. There may be other devices that you can use that are cheaper or more expensive, i just have only skimmed the surface and this is what i found.

My quick searches for an external 4k capture card didn't turn up much, but this one might do it...

Available as an internal, external USB3.1 and external Thunderbolt 3.

I hope you got a heck of a big hard drive in that laptop, 4k video files are HUGE. That All's Fair movie I uploaded to youtube? Siress ripped that upscaled at 720p, and it took 2 full gigs. A 2 hour movie in 4k can be over 44 gigs in size.
