If all you are doing is using the external hard drive for storage of pictures then you will be okay, if you are trying to use it for storing items that you are working on, games, editing photos or movies, documents or anything else I would not recommend it for that. What i would do in that situation is move the photos, movies, and other items that you are not editing at the time to the external HDD and when you are editing those move them to the internal work on them then move them back.
Just so you are aware this external HDD requires external power as well so you will have to have a power plug to plug this into whenever you need to use it. They make 500 - 5TB external hard drives that do not require power and use USB power. They are typically cheaper and more portable since you do not need to bring your power supply with you when you use it. One other thing to keep in mind even though it states 16TB you will loose some space to formatting, as well as drive performance.
Why are you getting such a large HDD? A 16TB HDD will hold apx 5 million pictures depending on size formatting storage etc.

As long as you have a place to plug it into AC then that one will work great for everything you are talking about.

If you consider your photos (or other data planned to be stored on this drive) critical and have >2TB worth, then you need a Network Attached Storage device. These USB drives are very slow and have a relatively high risk of failure - losing all of the data stored on it. That's why they're so cheap.

A NAS with 16TB of usable space can be 3-4 times as expensive, but you can actually work off of the files stored on it, data will be safe from a drive failure, you can work on the files stored on the NAS, and a lot...I mean a lot... more. Plus you can add more capacity later. My favorite off-the-shelf NAS company is Synology. Even with a home server, I use it for a lot of stuff just because it's so easy to use and the software is rich with easy-to-use features.

Not sure how comfortable you feel building your PC parts but there is a 16TB Toshiba Enterprise HDD from amazon for 220 and you can get a external hdd case for 22 I prefer Orico
