My phantom will only shoot about 5 shots before not letting any air into the valve. Each shot loses about 50 fps until I cock it and nothing happens. I’ve tried multiple 12 grams to be sure it wasn’t an air source issue. I’ve put new o rings on everything and it still happens

What springs are in it?
Are you 100% sure your internals are properly installed?
Is it leaking down the barrel?
Check that the cup seal and power tube are tight together.

Take a look at this. Make sure #13 and #16 parts are tight together. If it still leaks flip #11 it’s the Cup Seal this should stop any leak. You could also replace it but flipping it will give you another decade of service. While you have it apart insure you have the stock Silver springs in your marker this will give you the best performance on 12g power. 2-2.5 turns in from flush on the TPC (down the barrel regular screw driver) should put you in the 300fps range.

its likely the famous phantom heat problem. if it was hot 90-100°, and your Co2 is hot the pressure spike from the expanded Co2 can put to much pressure on the valve spring dropping your velocity off. super frustrating, and not unique to all phantoms - some do and some don't. play around with different valve springs and see if you can find one that works. I have 2 phantoms that are fine and one that just refuses to work.

Temperature has been around 80-90 degrees when testing it out. I just flipped the cup seal and putting it back together now. I only have the red spring, not the silver but will try a silver as a rebuild kit is on the way. I’ll try HPA instead of CO2 just to see if it is due to the ambient temperature

It’s almost as if the valve thinks the co2 cartridge is empty. I rebuilt everything (still waiting on the silver spring) and now I can get around 10 shots before it drops off. I kept the co2 inside over night but after 8-10 shots it just acts like it’s out of air. I’m about to try taking the valve spring out and reinstalling that now.

Oh it’s a 2.0 frame. That makes a difference, check that the valve and all of the Sealing disks are properly aligned. If it’s off set a lil it may be blocking the flow of pressure. If it’s not tight it will leak.
I had to switch to a red main Spring with the 2.0 frame it’s likely your issue as well.

I currently have a red main spring installed and I’ve disassembled and reassembled a dozen times. I’ll try it again but hopefully the rebuild kit helps
