My guess is, someone was testing out their new co2 laser, and this was anodized piece of real-estate they had.

“Rod of Asclepius”, Greek symbol associated with Healing. It’s usually a staff but is often depicted as a sward. I haven’t ever seen Kapp grips with laser engraving on the backs like that. Someone likely added that.
