Pretty sure that is an RPG Shadow Rail rather than a splinter.
Don't see those rails too often to be able to price accurately.
I would definitely purchase at 100 since it would look good with my main mag, but I think it is really worth more than that at auction or something. Maybe 150+
update: last one I found that sold here was in 2021 and sold for $125, so I would up my opening offer to that.
The AGD ULE rail are still in production and are $95 new, so I would guess 50-60 since yours looks in good shape.
