They usually max the velocity if the stick to the original valve or install a valve that is higher output. Either way, it is much cheaper to by the paintball version. Byrna, Salt Supply and Pepperball have all used Tippmann paintball platforms for their Less Lethal Launchers.
The Less Lethal versions will always be more expensive due to the implied liability that is inherent with that market. That is why most of the LL Launchers lack any velocity adjustment. It's to limit end users from easily altering the launcher from its manufacture specs.
