Cocker bull barrel with home brew raincover?

Got this from a canadian member on here with a pump project and dont plan to run it
since the raicover might actually reduce the sound at the same time I dont want to list it on kijiji or to send it across the border

raincover look homebrew but was probably made on a lathe
