Any way to send a request to be able to use the General Rules of Play for Scenario?

Greetings all,
Anybody know of a secondary method to reach out to the creator of the General Rules of Play for Scenario (Patrick McKinnon) to request the use of the rules? I'm considering working on writing a game of my own and I want to go through the proper channels to get a good rule set basis and his is the most comprehensive rule set I've seen (I know Viper used to use a variation of it as well)

Any help the community can give would be awesome.

Idk if Pac Man is on Facebook? But you could start there. Lawrence TB Wright is on there, and I know he'd still have a version from the MXS days.
