The short answer is no one has rebuild kits for them. I have 2 NOS that I want to use but the seals are dead from age. If you search on here there are multiple threads about wanting to rebuild these regs. The 3Ks are doable with off the shelf parts but the 4.5K take a special seal no one makes. I think DocsMachine has talked about trying to reverse engineer and make the seal but he is pretty busy with lots of projects/work

The well known unavailability of rebuild kits for the 4500 PSI Flatlines is the only reason I have avoided them the last... ..hmm.. decade? Is that enough? Damn, I feel old...
In any case, there are a lot of people who would be thrilled if there were rebuild kits readily available. Oh, and the price for the 4500 PSI Flatlines would skyrocket.
