I noticed the level 10 carriers on AGDs site only go up to 1.5. Are the larger ones out of stock or just obsolete due to oring sizes? If buying replacements, can you get away with skipping a size (get a 1 and a 0, but skip .5, for example)?

The larger sizes typically above 1.5 are not used anymore as orings have shrunk in size from suppliers.
In order to properly tune and keep the level 10 in tune, you will need all of the sizes up the largest that leaks with your current oring.BeardedWorks.com (Your Inception Designs and Shocktech Dealer)

Yeah I've never used 1.5
They are cheap, I wouldn't bother skipping. Start at the bottom and buy as many up from there as your budget allows. I think I've only ever used the lowest 3 sizes but don't quote me on that
