                            I found two new settings. I think it was a dual problem. One: The site forced your browser to cache the page. I turned that off. Second, it seemed to cache new topics for an hour. Both are off.

                                                The New posts did not update until after I made a post. Look at the times of the most recent posts in the pictures. I would go with not working yet.
