PHP caching prevents updates for >10min

I'll receive notifications of new activity, but it won't show up in the thread for >10 minutes. After googling, it seems like it's a PHP caching issue. I checked if my equipment was caching PHP files, but didn't see anything. If I enable my VPN (new session ID on the server) then the update shows up.
