Cannot reply to PM?

I've been away for quite a while, after the forum got wiped i made a new account and then i dropped off. I've logged in today and saw a PM but i could not reply. Do i need a minimum amount of posts?

And there may be a time period as well. We've been having scammer issues, so Admins stepped up the requirements to keeps us all safe and happy.

Figured as much. Oh well... Don't want to spam useless reactions so it will have to wait then. The guy messaged me a while ago so no hurry. And hey, this is another post.
