To see who liked it, click on the actual number or hover over it and it will show. Or at least it should. Let me know if it doesn't but you should find that information there.
The "selected answer" is a mod/admin feature where we can select a post in a thread and choose it as an answer so it shows up as the second post. It might be the "selected answer" might not show the likes as the second post, but if you find the actual post in the thread, it will show the likes there. That might be what's going on here.
