For question #2, I don’t believe so. I usually tag them using @(their username) then they will get a notification.

I can not talk on question 1 to much that would be something for an admin Alex is the one that I like to bug the most he welds the ban hammer the best

i do know you will auto subscribe to a thread you comment in, I also know that eventually if not now you can sub to a whole sub section ie if you want to sub to MCB News it will let you know when anything new is posted there.
As far as 2 If you post a comment here it will notify me that you commented to a post of mine if multiple people comment to this then it will tell me that you and 4 people commented on this post. Another way is using the @ symbol before a name like autococker04 suggested for example Slow_Roast . The first part addresses the second part of your question.

Thanks for clearing that up. I think I tried subscribing earlier today and it said something along the lines of not having permission but it seems to be working now.

I'm glad OP found his answer because I have no idea. We do have a couple limits in place for new members (i.e. no PM / DM privilege) so that scammers and bots can't sign up and instantly start interacting with people under the mod radar. When they have to post publicly, they usually fail the Turing test right away. But I am not aware of any setting that would stop a new member from subscribing to threads.

For most technical questions you are generally better off asking lrrpie or Painthappy himself. We can all drive the short bus, but those two understand how it works under the hood.

Riot I happen to know the answer to the question you have, you can tag anyone if they have you blocked like I am sure Alex has done to me it will not show up in their notifications but if they do not have you blocked it will show up. Much like if I was to tag Super Nova or Trbo323 they would see that jokers mentioned them in this thread via their notifications and they could click on it and it will take them to this comment and then they could scroll up and see the context of the thread. If you want to tag someone in a comment it is a little bit harder since you have to know the exact spelling (Case sensitive) of their name since the comment will not bring up a suggestion box and for people with 2 names it will be even more difficult since then it is a crap shoot if it worked the only way to know for sure you tagged someone correctly in a comment is to post the comment and see if it worked or not.

Also worth mentioning, those of us who use Tapatalk to browse the forum, can NOT see comments as they are an added feature on top of the base vbulletin platform and Tapatalk works with the basic features.

At the bottom of each post, for example mine will say "sent from my (whatever phone) using Tapatalk
