Palmer liked using red loctite on their stuff, if a coin or similar isn't breaking it loose you'll want to get a heat gun or put it over your stove burner to get the old loctite liquid (this will also melt the old seals and make a mess
), a heat gun and chucking the reg body up in a vice with non-marring jaws and wrapping the body in duct tape or similar back a bit off the end is my recommendation, getting enough grip on the body to wrench everything loose will mar the heck out of it without protection.

They generally use loctite on things that aren't meant to come apart, like vertical ASA adapters on their brass guns - as per Craig.
There won't be loctite on the endcap unless someone else put it there. You will likely need a bit of oomph to crack it free as it's tightened down by PPS to a specific torque, but it will come apart without heat.
