Over on the Guild, a regular saw this YouTube video (a typical "fails" compilation) where, just a few seconds after the video starts, we see somebody shooting a paintball gun at parts of an electrical substation. Like, intentionally, not as a vandal. 
I had thought that he was shooting through or past energized parts to see if a spark jumped, because I couldn't think of any other reason to do so.
Another Guilder did a little Googling, and found these guys. And, it turns out, they're shooting lubricant at switches and disconnects, prior to servicing them. Apparently, applying a little lube a day or two before, makes the actual work go a lot smoother, reducing issues and problems with energized lines.
Their main product seems to be oil or grease-filled balls, along with some bird-repellent ones. They have an "applicator kit" available, but don't tell you what it is, or show you the parts. There's a video on there that seems to show a Tippmann A5, which would make sense, although one of the 'beauty shot' photos shows a close up of what I think is a late-model PE LV-1.
I'd wager the oil and grease balls are plastic "Perfect Circle" balls, unless they're having some Chinese knockoff make them.
