Not sure what your point is with the magazine covers. Covers are supposed to be attention grabbing, so yeah they'll use something flashy. But even then, The first one has guys in camo, the second is a guy playing in the woods, the third is also wearing camp (and playing pump!), and the fourth is, well, holding a gold plated gun that is still pump. And a good number of the articles on those covers are woodsball-related, and the ones that aren't are either gear-related or completely ambiguous to playstyle. I also remember a number of covers showing scenario games or other woodsball games.
Again, the gear and game formats has always been around. Maybe you didn't know about it, maybe you ignored it, maybe it wasn't "tactical enough" for you, but it's always been there. You are simply ignorant if you thiink it wasn't popular because the industry didn't like it. Players didn't like it. Players didn't buy it. People always complain "oh there isn't enough tactical gear available" but no one ever bought the Angel ARK, or the Bob Long MTac. UWL died because people stopped playing it. The market made it loud and clear the direction it wanted to go, the industry didn't dictate anything.
